I have come across the same case, this is what helped for me
Please check :
1) In SICF, please find the service appl_soap_management and check whether is active.
2) If you see, in the message it says:
Make sure the webaddress is correct http://vcomp006:0 ....
Which means it could be that the HTTP listener (8080) port is defined to 0, instead of 8080
Can you check whether the parameterfor icm/server_port_0
In RZ10, if the port setting for HTTP is set to the default one 8080 (BASIS activity)
